            For the fourth time in five years, a project manager within the Program Executive Office for Tactical Missiles has won the Army’s coveted Project Manager of the Year award.

            Col. Robert Armbruster, the CCAWs project manager, is the winner for fiscal 1995. A plaque was also presented to the entire staff of the Close Combat Anti-Armor Weapon Systems project office.

            The presentations were made Thursday afternoon in auditorium room A-115 at building 5250. The winner was announced the previous week at the Army’s program executive officers/project managers conference.

            “Team Redstone did it again. Gotta be the best team in the Army. You don’t win four out of five times from luck,” George Williams, the program executive officer for tactical missiles, said. Of the PEO’s four different winners, Williams said this was the first time he did not know in advance who had won.

            “I’ve grown to really appreciate the team concept that we have her,” Armbruster said.

            Redstone is “the place to be in the United States Army because this is where the innovation occurs,” he said.

            This award shows the Army recognizes that the former TOW project office has successfully transitioned to become the CCAWS project office, according to Armbruster.

            “I am very proud for all of you in this command and on Redstone Arsenal for this award,” he said.

            In a subsequent interview, Armbruster said the focus belongs on the members of his office rather than himself. “This is official recognition of the great work done by this office,” he said.

            Armbruster, 45, is a native of Rockville Centre, N.Y. He graduated from West Point and was commissioned a second lieutenant in the Military Intelligence Corps in 1971.

            He has held a variety of military assignments. Armbruster served as a tank platoon leader in the 3rd Armored Cavalry Regiment, commanded  A Company, 7th Radio Research Field Station in Udorn, Thailand, and was an associate professor of mathematics at West Point.

            His first acquisition assignment was as chief, Signals Development Laboratory at Vint Hills Farms, Va. Subsequently within the Program Executive Offices for Fire Support and Tactical Missiles, he has served as the assistant project manager for development, MLRS; product manager, MLRS sense and destroy armor; product manager, multipurpose individual munition, and product manager, Longbow Hellfire.

                Armbruster holds a bachelor’s degree from the U.S. Military Academy at West Point, a master’s of science degree in industrial engineering from the University of Arizona, and a professional engineering license from Virginia. His military education includes the normal military officer schools, the Thai Language School at the Presidio of Monterey, Training with Industry at Martin Marietta, Orlando, Florida, the Defense Systems Management College Project Manager’s Course, and the Senior Service College.
