Mr. Ernest A. Young

Mr. Young was born in Union, South Carolina, on March 28, 1933. He graduated (magna cum laude) from Furman University, South Carolina, with a Bachelor of Science degree in Physics and received a Master's degree in Public Administration from the University of Oklahoma. He also attended Wofford College (undergraduate) and Johns Hopkins University (graduate).

Mr. Young began his Civil Service career in September 1956 and was appointed to the Senior Executive Service on September 13, 1981. He has held a wide variety of important command and staff positions, culminating in his current assignment as Deputy to the Commanding General, U.S. Army Aviation and Missile Command (AMCOM). In this capacity, he acts for the Commanding General, in his absence, in executing all of his responsibilities except for administering the uniform code of military justice. Mr. Young develops policies and plans and integrates and coordinates the execution of all functions, operations and activities involved in accomplishing command missions. He provides authoritative direction and guidance which influences the organization, direction and control of resources required to achieve defined command objectives and assures programs are fully coordinated and effectively implemented. Mr. Young also provides continuity of direction to assure uninterrupted accomplishment of the procurement, readiness and materiel development missions and functions of the command.

Mr. Young's previous assignments were as Deputy for Procurement and Readiness (July 1985-June 1993), Assistant Deputy for Readiness (July 1981-July 1985) and Deputy Director for Maintenance and Engineering (October 1973-December 1980). During 1972-1973, he was assigned to United Technologies, Incorporated, as a participant in the Presidential Executive Exchange Program, during which he gained experience with Pratt and Whitney, Hamilton Standard, Sikorsky, and Norden Divisions in production engineering and procurement. From December 1980 to July 1981, he chaired the U.S. Army Missile Command (MICOM) Readiness Organizational Refinements Planning Group, restructuring the total logistics functions within the command. He also assisted the HAWK Project Manager with operational control and direction authority over all HAWK Iran activities (April-October 1977). He was selected as the first civilian Deputy to the Commanding General in June 1993.

Mr. Young served as Chairman of the AMCOM Resource Committee, Acquisition Streamlining Committee, Materiel Release Review Board, and the Training and Executive Development Committee. He also served as Alternate Chairman on the Materiel Acquisition Review Board.

Mr. Young was affiliated with the American Institute of Physics, Society of Logistics Engineers, American Society for Public Administration, Association of the United States Army, American Society of Military Comptrollers, and the Rotary Club. Awards which Mr. Young has received included the Meritorious Civilian Service Award (1983), and three Presidential Rank Awards (Meritorious - 1989; Distinguished - 1991; Meritorious - 1994). He retired in 1998.
